Jakarta Breaks Record By Receiving WTP from BPK Five Times in a Row

The Jakarta Government has again won an Unqualified Opinion (WTP) predicate from the Supreme Audit Agency (BPK) on the Jakarta Government's financial report (LKPD) for the 2021 Fiscal Year.

It is also the fifth times Jakarta has won WTP opinion in a row from 2017 to 2021

LKPD examination for the 2021 Fiscal Year was carried out on accountability and financial management for the realization of the 2021 City Budget.

For the first time, the WTP opinion was successfully maintained for five consecutive years. In 2010, the City obtained a Qualified Opinion (WDP); but starting 2011-2012 the Government obtained WTP; then it continued to 2013-2016 and 2017-2021.

DPRD Appreciates Jakarta Government for Maintaining WTP Predicate

On this occasion, the Jakarta Governor Anies Baswedan expressed his gratitude and appreciation to all apparatuses, leaders, and council members, for good cooperation in implementing the functions of legislation, budgeting, control, transparency, management accountability, and regional financial reporting.

"WTP opinion is the highest award for financial management accountability that has been given to the Government. It is also the fifth time Jakarta has won WTP opinion in a row from 2017 to 2021," he said in a plenary meeting with the Jakarta Council (DPRD) in Central Jakarta as quoted from Jakarta PPID Press Release, Tuesday (5/31).

He also appreciated the Government apparatuses at all levels who had shown hard work, consistency, persistence, seriousness, and togetherness in the effort to achieve WTP opinion.

"We present the WTP opinion to the entire Jakarta residents and stakeholders in the Government as a form of our seriousness in implementing accountable regional government and financial management," he conveyed.

Moreover, he also thanked BPK for conducting financial audits, performance audits, and audits with specific objectives which were carried out professionally, as well as providing recommendations on the examination results.

"With its assistance, BPK greatly encourages the Government to continue to make improvements and increase accountability stability for regional financial management," he added.

There were five points that he emphasized as improvement efforts in increasing financial management accountability in the 2021 Fiscal Year, namely:

a. Improving the regional planning and budgeting system by implementing the Smart Planning and Budgeting Information System

b. Development of the Regional Government Information System (SIPD) as a follow-up to the implementation of Government Regulation No. 12/2019 on Regional Financial Management

c. Upgrading regional assets administration by improving the Regional Assets Information System development and accelerating the settlement of asset problems through the Regional Asset Status Determination Council

d. Improvement and Strengthening the Internal Control System in Realizing City Budget through the inherent supervision of SKPD Head and supervision by the Inspectorate

e. Accelerating the follow-up on the BPK Examination Results Report (LHP) thus in 2021, the achievement reached 86.34%, higher than the national average achievement of 80% and the previous year's achievement which reached 77.58%

He also stated that the Government is fully aware that improving financial management always requires improvements from time to time.

Therefore, the directives, suggestions, and input from the BPK, especially the BPK for Jakarta Representative, could make WTP a culture to have an impact on financial management accountability which would also continue to be improved.

"The Government will make WTP opinion as a culture in improving financial management and regional asset management to improve services to the community and realize the Advanced Jakarta with Happy Citizens," he asserted.
